The country issue is the focus of the national issues, the compulsory education is the key issue of the country issue, and the education involvement is the main restrict of the development of compulsory education in the countries of China. At present, the average income of the farmers is quite low and the education expense is quite heavy. And we don't invest enough to the country compulsory education and the organization is quite illogical. All of these result in the slow development of our country compulsory education. The contradictory of low investment becomes much more serious after the tax reform in the countryside. The education financial security mechanism mainly basing on the province hasn't really save the farmers from the burden of education. In this case, it can't basically solve the problems of low outlay and security. Consequently, it means a lot to discuss about how to set up an all-round and effective education financial security mechanism in the country to fit with our situation, to solve the"three farmers'issues"as well as to build a harmonious society.The paper applies the methods of demonstration, conclusion and summary. In this case, we can ensure the central government has the final responsibility in the education expense. The central government supplementing the expense gap of the local government, it can help to ensure the practice of compulsory education. Besides, we should enforce the management of the expense of compulsory education, improve the efficiency and to build an effective monitoring mechanism and law mechanism, as well as to realize free compulsory education.
