A Study On The Network Political Participation In Contemporary China

With the development and spreading of Internet, network political participation has been an important method of China’s citizens and Internet has been a significant medium by which the government knows about the will of the people and the citizens express their requirements, becoming the platform of interaction between government and citizens. At present, the features of China’s political participation are as follows.First, university and unbalance of network political participants; Second, virtuality and equality of participation ways; Third, convenience and low-cost of participation process. On one hand, online political participation can develop the participation passion of citizens, promote political socialization, cultivate new-pattern civil culture and drive the government to deepen the political reforms; on the other hand, it strikes and challenges the status and political stability of China’s mainstream view of values passively to some degree.At the same time, problems such as "digital divide", irrational participation and illegal network political activities affecting network political participation still exist, mainly because of inadequate investment in network infrastructure construction, the differences of individual abilities of citizens, secretiveness of network, improper guidance of media, impediments of institutions, inadequate responses from government and incomplete law, etc. In order to promote the rationalization, standardization and orderly development of online political participation, this paper gives three countermeasures and suggestions:First, the infrastructure of Internet should be improved and the computer education should be popularized to narrow the "digital divide"; Second, strengthen the construction of online ethics of citizens and media should play a positive role in information supply and guiding the online public opinion; Finally, improve the legal system construction of political participation and establish the interaction mechanism between government and citizens and make it perfect.
