Study On Assessment Model For Safe Community Building

With the acceleration of urbanization process, public incidents occur frequently. Injury has been one of the reasons which lead to death in the world, threatening human’s health and life seriously. The world health organization did a research indicating that developing safe community successfully could drop injury rate in a large scale, reduce death and disease effectively, and achieve huge economic and social benefit. Safe community is developing fast in the word, and there is no exception in China. Assessing safe community building not only confirms the actual situation, but also provides dicision support to improve manamgement continually for community managers. Taking safe community as the research object, the assessment model for safe community building is established. The main research work is as follows:①The function of safe community is described. The characteristics that safe communities have Low residents’ participation and community managers’ professional quality, unstable capital source, little public service input, and weak non-profit organization and community volunteers and are led by government are put forward.②Based on safety management, risk assessment theory, WHO safe community standards, safe community characteristics of China, and establishing principle of index system, an assessment index system for safe community building is presented including safe management, residents’ participation and government support. The element layer with 55 indexes includes system and planning, management services team, community education, accident and injury prevention, information exchanging, emergency management, residents’ practice, residents’ abilities, residents’ feel, government supervision, facilities building, and safety support. The basic layer with 55 indexes includes safe community planning, rules and regulations, community archives, leader group, safety management organization, safety working group, volunteers and social organizations, the owners’ committee, property management committee and so on.③According to the index system, questionnaires for safe community are designed, and revised through pre-testing analysis including item analysis, reliability analysis and validity analysis. Based on fuzzy comprehensive evaluation method, the calculation model for safe community building is developed; data is collected through questionnaire survey among community managers and residents; index weight is determined based on analytic hierarchy process and variable weight method.④Renhe community and Shijingpo community are seleceted to assess safe community management. The results show that Renhe’s safe community building is in excellent level, Shijingpo’s is in good level; in community management and governmental support parts, Renhe is better than Shijingpo; In residents’ participation part, Shijingpo Street has done more. The results are accord with the fact, which indicates the model in the paper is feasible.
