At present,the judge evaluation system has been raised to the height of ensuring the implementation of the judicial responsibility system and standardizing the operation of judicial power with the deepening of the judicial reform.The evaluation system of judges has become one of the important contents in the construction of professional judges.At the same time,the problems of inconsistency and incompatibility between the current assessment system of judges’ work and reforms have gradually emerged.Therefore,how to establish a scientific,reasonable,comprehensive and meticulous performance evaluation system that conforms to the professional rules of judges has become the primary issue to promote the reform of judicial system.Based on this background and the existing judge evaluation system,this paper takes the judges in the basic courts of Beijing as the object of investigation,and carries out empirical research around the judge work performance evaluation.The paper mainly focuses on the following two aspects to study the work performance of judges.First of all,based on the main evaluation content of the performance of judges,the paper established evaluation indicators and designed questionnaire on the work performance of judges.Reliability analysis,factor analysis and other statistical methods were used to test the reliability and validity of the questionnaire.Correlation analysis and regression analysis were used to test the correlation between indicators.The method of variance analysis was used to verify the differentiation degree of the questionnaire.Secondly,the paper constructs the judge work performance evaluation model.The analytic hierarchy process was used to determine the judges’ work performance index weight and obtain the individual performance evaluation score of judges.The fuzzy comprehensive evaluation was used to obtain the comprehensive evaluation score of judge’s overall work performance.This model not only helps the management department to comprehensively grasp the work performance level of judges in basic courts of Beijing,but also helps to carry out difference analysis around the level of judges’ work performance at various level.And then realize precise measures to improve the level of judges’ work performance.The analysis shows that the questionnaire has good reliability and validity.The factors of trial performance and professional ethics have a significant moderate positive correlation with the overall performance,and the factors other than judicial investigation ability in judicial skills has a significant positive correlation with the overall performance.Gender,age,position and work department have no significant differences in trial performance,judicial skills and professional ethics.Education background,working years and previous performance evaluation can significantly affect trial performance,judicial skills and professional ethics.The research shows that the overall work performance of judges in basic courts in Beijing is at the upper middle level.Among them,the comprehensive evaluation of professional ethics has reached to the excellent level.The second is the trial performance and judicial skills.They are in the middle level.According to the survey data,about 95 percent of the respondents’ work performance has reached above the intermediate level.About 55 percent of the respondents’ work performance exceeds the overall work performance evaluation level of grassroots judges. |
