The total number of the new generation of migrant workers is up to 173 million, which accounts for more than 60% of the migrant workers(274 million) in China. Among them, only one-third of migrant workers have received skill training. As the major rural labor exporting province in Western area, Guizhou province is in the forefront for its population of the new generation of migrant workers. By actively exploring and practicing the skill training for migrant workers, Guizhou province promotes the employment and career choosing for the new generation of migrant workers. These efforts have been put in order to realize the rapid economic development so as to catch up with or even exceed the economic development of leading provinces. However, in terms of skill training strategies, there exist some implementation problems which become a hinder to achieve the training goals. Based on that, this paper carried out the study with the focus on “ the skill training strategy implementation of the new generation of migrant workers in Guizhou province”.From a service-oriented government perspective, this paper applies the methodology of questionnaire, interviews and other research methods. First, it starts with the research background of the policy guidance and skill training status of the new generation of migrant workers in Guizhou province. This paper have defined the related concepts, reviewed previous literatures and formed a theoretical framework as a backup for following discussion. Then, it focuses on introduction about the aim of the skill training strategy, the content, principles, and implementation status of the skill training strategy of the new generation of migrant workers in Guizhou province. Combined with the outcome of questionnaires and interviews, this paper analyzes the implementation predicaments from four aspects, namely government organizational function, supervision function, coordinate function and regulate function. The implementation predicaments are categorized into environmental predicament, management difficulties, system dilemma and effectively transfer difficulties as well as its causes. In the end, by absorbing advanced skill training experience overseas and taking a service-oriented government perspective, this paper proposes implementing suggestions from four theoretical dimensions, namely government with responsibility, government with rule of law, government with guidance and government with performance.
