Guangzhou city is one of the main destinations of the migrant workers flow in. At present, the number of registered migrant workers is approaching3million. It booms the economicdevelopment with a continuing supply of work force. However, with the development ofGuangzhou’s economy and the upgrading of the industrial structure, such problems as poorcomprehensive quality, lack of vocational skills and the inadaptability to the new industrialstructure have never been more serious and hindered their employment. These problems havedecelerated the industrial structure upgrading and the transformation of economicdevelopment pattern.Based on our investigation, this study analyzed the major problems of the upgradingneed and training policies respecting the rural migrant worker’s vocational skills. Based ontheories of human resources, research achievements and practices home and abroad, it comesup with policy suggestions to encourage rural migrant workers to participate in the training, toenhance the vocational skills training effects.This study can be divided into five chapters. The first chapter introduces the background,purpose and significance of this study. The second chapter analyzes the industrial upgradingand the current situation of migrant workers. The third chapter introduces the policy of skilltraining in Guangzhou and points out the deficiency. Including: urban and rural separatism,domestic and foreign policies are different; management mechanisms are inadequate, thedepartment is unclear; input mechanism is imperfect, lack of training funds; policy guidanceis not clear, did not adapt to the needs of industrial restructuring; lack of oversightmechanisms, quality of training is difficult toguarantee. The fourth chapter summarizes thepolicies and experiences on skill training in other provinces and cities, as well as some foreigncountries like Germany, America and Japan. The fifth chapter gives some suggestions direct atthe reality of Guangzhou on the skill training policy of supporting. Includes: perfecting thelabor policy system, integrate training resources, strengthen the employment-oriented,improve the investment and use policy.
