In recent years, the word of happiness, which appears frequently, once became ahot topic in the NPC and CPPCC. However, in the era of knowledge economy, ifpeople find happiness in their life, they must be happy at work. As an important factorof organizational incentive system,it cannot be ignored that working happiness, notonly directly affects the work efficiency, but also plays a very important role inimproving organizational performance and achieving goal.With the rapid development of China’s politics and economics, socialdevelopment raises higher requirement against the public administration in workefficiency. Nowadays, the civil service thrives and80s’ has become the backbone ofcivil servants. Especially,in recent years, the ability of personnel management in thepublic administration has been greatly improved, but there are still some pressingproblems to need to be solved. Chinese human resources development network andother media made a survey on the “working happiness” among5350workingpeople.The data shows that, it is surprised that the civil servants’ happiness quotientis very low. They always abandon their responsibilities or resign directly. There is atendency that some of80’s civil servants have negative working attitude and lowworking performance, which seriously affects and restricts whole performance in thegrass-roots government. In order to improve the80civil servants working happinessand performance of public sectors, and to guarantee the government departments tokeep having continuous innovation power and to achieve the goal of promotingeconomic and social development, this thesis takes Shanxi80s’ civil servants as thesubjects to study the factors influencing80’s working happiness, which have certaintheoretical and practical values.The subjects of this thesis are selected randomly from80s’ civil servants inShanxi province. Based on the analysis of happiness, and working happiness relevantliteratures and theories, the thesis makes a thorough investigation on the80s’ civilservants’group characteristics, work status and happiness in work experience. Making full use of correlation analysis, analytic hierarchy process (AHP), the main factoranalysis methods, and finally establishes index system model about factorsinfluencing80s’ civil servants working happiness. According to the results of thestudy, the effective management suggestions will be put forward to PublicManagement Department.
