In March 2018,the Central Committee of the Communist Party of China issued the "Plan for Deepening the Reform of Party and State Institutions",which reformed the original tax collection and management model that separated national and local taxes,merged national and local tax agencies at and below the provincial level,and opened the curtain on tax collection and management reform.In 2021,the General Office of the Central Committee and the General Office of the State Council issued the "Opinions on Further Deepening the Reform of Tax Collection and Management",which required "strengthening the guarantee of tax organizations,adhering to higher standards and requirements,and focusing on building a high-quality tax law enforcement team with both morality and talent",and put forward higher requirements for tax work.As tax collection and management reform continues to deepen,grassroots tax departments are facing increasing challenges,and their work is becoming more complex,high-pressure,and fatigued.As the backbone of law enforcement,management,and service in grassroots tax agencies,post-90s civil servants’ level of happiness in their work directly affects their enthusiasm and efficiency,and thus affects the overall level of tax collection and management and the effectiveness of reform.Based on this,this article studies the current situation of post-90s civil servants’ work happiness in HY County Tax Bureau under the background of deepening tax collection and management reform,explores the real situation of post-90s civil servants’ work happiness in HY County Tax Bureau,the specific manifestations of low work happiness,the reasons that affect their work happiness,and how to improve it to enhance the physical and mental health of post-90s civil servants in HY County Tax Bureau and provide reference for optimizing human resource management in HY County Tax Bureau and other public management departments with similar problems.This study comprehensively uses literature reading,questionnaire survey,and interview methods to study the work happiness of post-90s civil servants in HY County Tax Bureau,distribute questionnaires,conduct interviews,and analyze the current situation of low work happiness among post-90s civil servants in HY County Tax Bureau.The research results show that the problems of post-90s civil servants’ work happiness in HY County Tax Bureau are mainly manifested in three aspects:the lack of work significance and value,serious fatigue emotions,and low job satisfaction.The lack of work significance and value is mainly due to the large gap between career expectations and reality and insufficient motivation for public service.The serious fatigue emotions are mainly due to heavy work tasks and unreasonable division of labor,and the lack of psychological care.The low job satisfaction is mainly due to low salary,worrying promotion prospects,and unreasonable incentive mechanisms.Based on existing research and combined with reality,this article proposes countermeasures and suggestions for improving the work happiness of post-90s civil servants in HY County Tax Bureau from three levels:individual,HY County Tax Bureau,and policy support measures.
