| In recent years,the degree of aging of our country is deepening day by day,the burden of pension accounts aggravates,many factors urge our country to put the policy of delaying retirement on the agenda.Before the introduction of a more universal delay in retirement policy,the state formulated the policy of delaying retirement for female civil servants which is cadre at and above the county level to make the first step toward reform.As we all know,during the process of public policy formulation,the audience’s attitude on public policy has a significant impact on achieve its desired goal.Therefore,this article studies the female civil servants’ willingness to delay their retirement and its influencing factors,so as to provide a basis for our country to formulate a plan for postponing the retirement reform,so as to ensure the smooth implementation of our country’s policy which of delay retirement.This article mainly uses the progressive decision theory,expectation theory and Maslow’s demand theory as theoretical support.First of all,we put forward corresponding research hypotheses based on the literature research and case interview.Subsequently,taking the female civil servants of L country as the research object,the questionnaire was distributed by random sampling method.Descriptive analysis of the willingness to delay retirement and the factors that affect the delay retirement of female civil servants from the aspects of work level,health level,family level and social security system,and the influential factors are deeply analyzed by Logistic regression model of dichotomous response variables.Finally,based on the analysis of the research,we draw the conclusion of the research hypothesis,analyze the reasons that the delayed retirement intention shows significant correlation or do not show significant correlation,in order to improve the delayed retirement policy of our country.The results of this study show that the overall willingness of female civil servants in L County of Shan Dong Province to postpone their retirement is generally low,and the proportion of people who are willing to postpone the retirement account is 15%,which is not willing to postpone the retirement account by 85%.Through a series of analysis and argumentation,this paper considers that:Among the individual factors,the age is negatively correlated with the willingness to postpone retirement.Among the family factors,the number of next generations to be borne is positively related to the willingness to delay retirement.The number of the previous generation to be supported is positively related to the willingness to delay retirement.The amount of domestic work undertaken is negatively related to the delay in retirement.Among the work factors,environmental satisfaction is negatively correlated with the willingness to delay retirement,job stress is negatively correlated with the delay in retirement,and there is a positive correlation between the degree of job satisfaction and the delay in retirement.The individual contribution rate of the civil service endowment insurance is negatively correlated with the delayed retirement intention,and the unit contribution rate of the endowment insurance of the civil service is negatively correlated with the delayed retirement intention.There is a positive correlation between the individual contribution rate of civil service medical insurance and the intention to delay retirement,and the unit contribution rate of themedical insuranceof the civil service ispositivelycorrelated with the delayed retirement intention.Relying on relevant data analysis results,in order to increase the willingness of grassroots female civil servants to postpone their retirement and ensure the smooth promotion of the delayed retirement policy,it is necessary to make corresponding improvements in policy formulation,policy implementation,and policy evaluation.In terms of policy formulation,it should ensure that the policy formulation process is scientific.The implementation of policies should improve supporting support policies,such as improving the social security system,establishing and improving policy support systems for old-age care,and implementing existing policies,such as the implementation of the normal growth mechanism for civil servants’ wages,the implementation of normal welfare subsidy policies,and the strict enforcement of civil servants’ retirement policies.We will increase the publicity and guidance of delayed retirement policies.The policy evaluation should be both internal and external,so as to ensure the smooth implementation of China’s delayed retirement policy. |
