| Because of their poor ability,the backward ideological level, the poor economic conditions and other reasons, the disabled people have always been at the margins of society. Disabled people, especially the rural disabled people, they have to bare a great number of rehabilitation cost while their income level is limited. They cannot enjoy the welfare policies more because of the single living environment; and there is a big gap of living states between disabled people and healthy people in city. Therefore, improving the construction of rural disabled persons rehabilitation system could help rural disabled person to restore health and integrate into society better from a personal point of view; from the perspective of society, the construction of rural disabled persons rehabilitation service system is not only the key to build a socialist harmonious society, but also an important means to balance the gap between urban and rural areas, what’s more, the realization of "the main strategy for everyone enjoy this strategic goal of rehabilitation services" needs it too. It is also an urgent requirement to response party’s "Eighteen report" and guarantees the rights and interests of disabled people.The pillar of the economy in Xinjiang Turpan area is agriculture and over 80% disabled people are from the countryside, which makes the research of rural disabled rehabilitation services related problems in Turpan area has strong representativeness and provide a certain reference value for other areas to solve their rural disabled rehabilitation service problems. The methods of questionnaire survey and factor analysis are adopted to do the research from the perspectives of government and rural disabled people. On the one hand, according to the current situation and the degree of satisfaction of the disabled to analyze the problems in Turpan rural area disabled rehabilitation service system construction process and to find out that are mainly concentrated in shorting government investment, poor incoming level and rural disabled people their own low consciousness and so on. On the other hand, according to the existing problems and influencing factors, the author puts forward that the key of improving the construction of rural disabled persons rehabilitation service system is to protect the rural disabled people’s basic medical rehabilitation and increase the government investment from the aspects of finance and talents of medical rehabilitation and the government should pay more attention to those poor disabled families. And the government should construct a healthy social environment according to the particularity of rural disabled people; and seize the opportunity to help disabled people in rural area integrate into the society better. |
