The township civil servants play an important role in the modernization of national governance capacity. However, due to various practical constraints, the township civil servants still face many difficulties in the grass-roots governance. One of the most important performances is that their working enthusiasm is not high. In recent years, our party and government organs at all levels have taken many measures to encourage township civil servants. And we have achieved fruitful results. However, it is a complex system to incent township civil servants. In order to achieve good political influence,social efficiency and economic reaction, we should star from the related fields. Therefore,it has important theoretical and practical significance to carry out a research on incentive factors of township civil servants. This is conductive to improve the township civil servant incentive mechanism, to mobilize the working enthusiasm of township civil servants, and to promote the relevant theoretical research of incentive mechanism.This paper follows the confirmatory research idea, which fits the idea of Structural Equation Modeling(SEM). As a result, firstly on the basis of literature research, this paper proposes research hypotheses and conceptual model about the relationship between incentive factors and the township civil servants working enthusiasm, and the relationship between incentive factors. Then on the basis of Maslow’s hierarchy of needs and literature research, this paper proposes the measurement terms of variables and theoretical model on the Delphi method. And this paper analyses the questionnaire data and tests the research hypotheses on SEM. According to the model indices, this paper also modifies the theoretical model, proposes the more reasonable correction model, and gets path weights to lay the data foundation for a further study. In addition, in order to improve model modification, as well as the pertinence of theoretical and countermeasures analysis, this paper also applies interviews to collect the first hand materials. Finally, this paper presents the countermeasures to incent the working enthusiasm of the township civil servants.The research suggests that the emotion incentive has a positive impact on the township civil servants working enthusiasm, and the basic incentive also has a positive effect on the development incentive. At the same times, the development incentive has a positive effect on the emotion incentive. However, the basic incentive and development incentive have no positive effect on the township civil servants working enthusiasm, and the basic incentive has no positive effect on the emotion incentive. In a word, taking incenting the working enthusiasm of township civil servants as the target, the basic incentive is thefoundation, the development incentive is the bridge, and the emotional incentive is the key.Combining the results of model analysis and interviews, this paper proposes the countermeasures to incent the enthusiasm of township civil servants from the follow 3aspects: outstanding emotion incentive factors, paying attention to the development incentive factors and consolidating basic incentive factors.
