An Empirical On The Issuse About Community Governance And Residents’ Participation In Village-to-Community Construction

With the development of reform and opening up,"Village-to-Community "construction led by the government has become one of the main ways to accelerate the pace of urbanization. Based on the existing domestic and international theory and practical inspection of urbanization and "Village-to-Community", with the community autonomy and residents’ participation perspective, this paper selected the Tianjin Binhai New Area H Street J Community as a typical case study, acquired with the overall situation of the community by interviews, research and other methods; according to the purpose of the study designed issues and prepared the questionnaire related to the issues; obtained the survey data and analyzed them by professional statistical software SPSS11.0. Comparing with the mature practices, experience and typical patterns on "Village-to-Community" construction of the other regions, with the perspective of urbanization, explored the proposal and measures that promote community self-government and residents participation during the "Village-to-Community" construction, hoping that give some inspiration and help to the country’s urbanization development, especially the "Village-to-Community "construction in Tianjin Binhai New Area."Village-to-Community" is a transition model that was explored from rural to urban communities during the process of urbanization, which combines the features of both rural and urban areas in many aspects of political, economic and social development and so on. In this paper, by the investigation of Binhai New Area H Street J community in Tianjin, this paper discovered some problems during the process of "Village-to-Community" construction, such as the community governance administration was emphasized, the sense of community belonging were not strong and the residents participation were weakened, and the field of the participation were unbalanced, the institutional autonomy were imperfect. Analyzing the factors of affecting residents participation, this paper raised the measures and countermeasures such as, eliminating the administration of community governance, enhancing people sense and enthusiasm of participation by building participation platform, while strengthening the legal and institutional community autonomy construction, and provided a reference of theory and practice to promote the self-management in the new community during the process of urbanization.
