Community is the basic unit of city society. With the ascension of social and economic development level, the needs of the community residents are increasingly complicated and diversified. Community voluntary service has become an effective form to make up for a lack of community public service, is the important focus of promoting community autonomy and building a harmonious community. In recent years, the development of the community voluntary service has received high attention from the party and the government, has been promoted to the highly important of comprehensively deepen reform strategy. As in 2013,the third plenary session of 18th CPC Central Committee put forward "to extensive voluntary service, support and develop voluntary service organizations". In 2014, the Construction of Spiritual Civilization Steering Committee advocated "to promote voluntary service activities regularly and institutionalizly" and so on. However, although under the advocation and promotion of Civil Affairs Department, nationwide community voluntary service is in full swing, and has achieved gratifying results, but compared with the growing material and cultural needs, the problems of unbalanced development, simplifying content and form, lack of institutional guarantee should not be ignored. Especially the weak participation consciousness and insufficient participation behavior of community residents has restricted the further development of community voluntary service.This paper is under the guidance of the party and the country’s policy spirit of promoting the development of community voluntary service, applies the community governance theory and the normative analysis and empirical analysis research methods, builds the relationship between residents participation and satisfaction model, explores the relationship between them on the basis of the data and materials obtained from field survey, then puts forward the countermeasures and suggestions to promote the residents’ participation in community voluntary service.The whole paper is made up of eight parts:The first part: introduction. This part mainly elaborates research background and research significance of this article’s topic selection, discusses the theoretical basis of problem study, introduces the research method, the writing framework and innovation.The second part: literature review and evaluation. This part combs the present situation of the current research on community voluntary service at home and abroad, and carries on a brief appraisal.The third part: definition and research hypothesis. This part defines the basic conception on the basis of literature review, designs theoretical model of relevant relationship between the residents participation and satisfaction, and proposes the corresponding basic assumptions.The fourth part:research design and data collection. This section explains the concrete research plan, including choosing regional survey, designing index and the scale, developing survey, etc.The fifth part:statistical analysis and interview arrangement. This part applies the method of quantitative analysis and qualitative analysis to deal with the data and information obtained. Quantitative analysis refers to the use of SPSS statistical analysis software for quantized treatment of data obtained in the acquisition phase, including descriptive analysis, reliability and validity of correlation analysis, regression analysis, etc. Qualitative analysis refers to coordinate the interview material for recycling.The sixth part:the discussion and explanation. This section makes theoretical discussion and explanation of the results obtained from statistical analysis, and verify the above hypothesis.The seventh part:countermeasures and suggestions. This part bases on the conclusion of the empirical analysis, combines theoretical basis of the theory of social capital, puts forward several countermeasures to promote and improve the residents’ participation and satisfaction in community voluntary service.The eighth part:research summary and outlook. This part mainly summarizes the conclusions and achievements of the study, clarifies the deficiencies and look forward to the future research direction.Innovation of this article is mainly manifested in the following three aspects:First, using the theory of customer participation to divide the dimensions of residents’ participation. In order to make empirical analysis of the relationship between residents’ participation and satisfaction for community voluntary service, a scientific measurement must be carried on. However, despite the current academia concern for problems of residents to participate in community voluntary service, the problem of lacking related research in the empirical analysis about the specific measure of the residents’ participation. This paper, based on the consistency of the service, refers to the study in the field of marketing research about dimension of customer participation,and bases on the characteristics and requirements of community voluntary service, divides residents’participation into three dimensions, and try to design specific indicators and multi-items to measure the present situation of it concretely.Second, analyze the relationship between the dimensions of residents’ participation and dimensions of the residents’ satisfaction in detail. The paper not only studies the relationship between the residents’ participation and satisfaction on the overall, but also makes further analysis of the relationship between each dimension of the residents’ participation and satisfaction, and carries on the explanation in theory. It is advantageous to excavate influence of residents’ participation to residents’ satisfaction more abundantly and comprehensively, and lays the foundation of putting forward more clear and targeted measures to improve the residents’ satisfaction from the angle of promoting residents’ participation in community voluntary service.Third, put forward countermeasures and suggestions from macro and micro angles corresponding to theoretical foundation. This article finds that residents’ participation in community voluntary service has a significant positive effect to the promotion of residents’ satisfaction. Enhancing the level of the community voluntary service must take root in the community, rely on the residents, and the promotion of residents’ participation relys on the establishment of the whole community social capital in the macroscopic level. Trust, network, standardization of social capital is closely related to residents’ participation. Another suggestions are to pay attention to the construction of information sharing platform and of information management system, to promote project operating for the community voluntary service, to set up mutual benefit and incentive mechanism for the participation of residents,etc, in the micro angle.
