Research Of Urbtan Community Governance Role In Residents’Committees Based On X Community Of Taiyuan

Community residents’ committees, the government is associated with the country, the community is the reality of the operator, it is produced by the way that residents democratic elections. And it represents the interests of the community public residents, it is also the autonomous organization, it is the most important organization which China’s urban residents participate in community governance. Due to the community residents’ committees is becoming one of the community network organizations. And it is called "one carriage", its role is a key for the community governance. So, it is particularly important for residents’ committees’ role which is in the accurate position.The urban community management work is a long engineering, it needs not only the community autonomy organizations have the positive attitude, but also needs the security which is from the community management system. And the system should be keep pace with the time. At the same time, the participation of community is also important. The purpose of urban community management is to expand the roots democracy, to mobilize the community organizations and members make their efforts on the development of community, and then to achieve the goal of common interests of the community members. The way is that the community of resources are developed to solve problems in the community, and to meet the growing demands of community residents and various organizations, and to improve the quality of life, eventually to improve the ability of self education, self management, self service of residents. Community residents’ committees is one of the main body about community governance, and it plays a part in urban autonomy, And it is helpful and significant for promoting the process of the construction of the democracy in China, realizing community resources optimal configuration, and improving the spiritual and cultural life of the residents.This paper adopts literature method and the case method to analysis a hybrid of Taiyuan X community. The purpose is to find the role in the deviation of residents’committees, and according to the relevant theory about the community management, to reshape the role of community residents’ committees, and the steps include fully restore the autonomy role of city community residents’committees, the government’s intervention to further regulate the role of management and service and improve the democratic participation consciousness of the community residents to weaken the mobilize role of residents’committees, at last, to lay the foundation for the ought to role of residents’committees.
