| As we know,rural cadres play a very important role in the rural economy and the social life,, because including the construction of a new socialist countryside, agricultural extension and a series of policy are the ultimate in village cadre guide to fall to real point. However, the village cadres’ double identity---farmer and the manager of countryside, making it cannot be incorporated into the national cadre system construction, also cannot be separated from the state and exist alone, this group of construction is generally unsatisfactory, for village cadre construction has a series of problems are worth to discuss.Firstly, this thesis discusses changes in village cadres’ roles from the theoretical perspective. Based on this, it not only analyzes the status that village cadres hold in rural economic life and social life but also clarifies the importance of such cadres in rural work. Then, by virtue of the combination of fact finding, interview and informal conversation, this thesis investigates the construction of village cadres in Shengzhou City under the current situation. In doing so, it discovers that the construction of village cadres in Shengzhou mainly faces economic transition and social transfer, which challenges the working manners of existing village cadres as well as the situations about how to realize the optimization of all affairs of each administrative village after the adjustment of administrative villages and how basic-level politics balances unity and democracy.In the process of investigating the construction of village cadres, we introduce the situation about the construction of village cadres in five aspects including the selection, training, assessment, supervision and encouragement of the cadres. In this way, we find there are four problems in the construction of village cadres, i.e., insufficient ability, increasing difficulty in training cadres, imperfect incentive mechanism of village cadres and un-prosperous implementation of rural work after the combination of new villages. Regarding the construction of village cadres, this thesis proposes some suggestions, such as enhancing recognition, perfecting the channels by which the democratic election of village cadres is carried out, perfecting educational and training mechanism as well as deepening assessment of cadres etc. Finally, it deems that corresponding incentive measures should be taken according to the practical situation of the local place so that the problems about the construction of village cadres can be solved and the balance between efficiency and human capital can be achieved. |
