Research On The Current Situation And Countermeasures Of Social Security Of Severe Psychotic Patients In Dalian

In recent years, the protection of human rights for Chinese psychotic patients has greatly developed, and Mental Health Act has also been officially implemented on May1,2013. However, the basic social security for psychotic patients has not gained a corresponding development. The living conditions of psychotic patients, especially severe psychotic patients, directly affect the stability and development of the society. Currently, the social security for21,000severe psychotic patients in Dalian City is faced with many problems to be solved, which urgently needs theoretical interpretation and guidance.Based on the theories of social security and through combination with the current social security situation of severe psychotic patients in Dalian, this dissertation has found the main problems, which affect and restrict the social security for severe psychotic patients, and proposed the countermeasures and suggestions that contribute to improvement of the social security for severe psychotic patients in Dalian.The author in this dissertation elucidates that although the implementation of Dalian’s social security system about severe psychotic patients has certain effect, there are still some problems, such as low security level, lack of security funds, a narrow range crowd, information asymmetry, and security system is not sound etc. These problems have deep reasons in history and reality, such as low social recognition of mental illness, most of the mental disease patients have sense of shame, shortage of capital, not yet implemented social rehabilitation system, lack of professional staff and the staff who are at the grass-roots level has little basic knowledge and in the liquidity etc.In view of the above problems and reasons, this dissertation provides the advices from four aspects with drawing lessons from foreign advanced experience. Including increase revenues, to strengthen the construction of specialized personnel, eliminate social discrimination, improving the community rehabilitation system.
