Research On Performance Evaluation Of Social Security In Dalian Based On DEA

Social security system is a crutial component of market economy system, which involves all social systems. It balances burden and dispersives risk through the relying on social forces. It can also resolve the social relations conflicts, reduce the influence of the survival of the fittest market mechanism. In addition to labor protection function, social security also has the function of social stability and social justice, maintaining social stability and unity. As one of the most important sector of the government, social security performance is directly related to the public interest. People have rights and responsibility to maintain the normal operation of the social security, and improve the government social security performance, maintain social security and stability.In view of the importance of the social security system, as a socialist society, China should pay more attention to the the implementation and improvement of social security. Considering the research situation of social security in our country, there are more qualitative analysis than quantitative analysis on the field of social security evaluation. The existing research has three main directions,such as the introduction of western social security agency management mode; research on social security expenditure performance, which thinks social security should correspond to the level of economic development; social security performance index system are discussed. This paper aims to establish the local social security performance evaluation system, using some scientific evaluation methods to evaluate social security performance level in dalian. The assessment results can be used to improve the way of working for current social security. provided theoretical basis for its political decision and city government. Some neighboring city or other city in different provinces,which has similar type of economic development or same level, also can reference.Several aspects in this paper are shown in following paragragh:First of all, I introduced the domestic and international public sector performance and social security performance evaluation, some related concepts and theories and evaluation system. Then I Choosed the principal component analysis method and Data envelopment analysis technique combining to evaluate social security performance of Dalian. After that, I constructed the evaluation model.Secondly, for the reason of data available and the correlation analysis, I interviewed and consulted to 5 social security domain experts on the basis of the Delphi method. Refer to the summary and the reference research of other scholars, I finally established the security performance index system from four dimensionsin,the social security fund, social insurance, social welfare and social assistance and preferential treatment policy,29 indicators were created.Then, according to the rating index system, I did quantitative analysis to the social security performance of Dalian and other 14 deputy provincial cities in 2010 year; analyzed the redundancy and shortcomings of these 15 cities. Got some conclusions:Dalian city social security performance level is fine, but it is left behind by other 14 cities; several jobs must be done, such as enhancing the social security work devotion, decreasing the gap betweenl other cities. Finally, some Suggestions were put forward, in order to provide decision support social security in dalian.
