As one of the most important and fundamental relations in social relations, labor relation is also an essential part of relations of production. As is known that building harmonious labor relations is a fundament of safeguarding and improving people’s livelihoods and promoting social harmony, therefore it is a fundamental social responsibility for enterprise to build harmonious labor relations. With the deepening of Chinese involvement in economic globalization, the issues on enterprise social responsibility are also emerging, thus it has become a key problem for enterprises to perform their social responsibilities in terms of safeguarding labor rights and interests as well as promoting the harmony of labor relations. Although the fundament of building harmonious labor relations lies in strengthening the construction of social responsibility of enterprise, it is far from enough by solely relying on spontaneous adjustment of market. Therefore, governmental advancement is quite necessary in seeking long-term harmony of labor relations, which is also where the government functions as a body of public administration.Based on relevant theories on public administration, this paper, by taking Suzhou City as an example, makes an analysis on the current situation, effect and problems existed in enterprises’ performing their social responsibilities in terms of labor relations of enterprises, and states the status, practices, innovations and problems in governmental advancement of enterprises’ performance of their social responsibilities and enterprises’ construction of harmonious labor relations. For the purpose of making up deficiencies of market adjustment, strengthening the construction of enterprises’ social responsibilities and further safeguarding the long-term stability and harmony of labor relations, this paper, with respect to the deficiencies of government in building harmonious labor relations, also proposes a number of countermeasures for advancing enterprises to build mechanisms for harmonious labor relations, i.e. to strengthen construction of labor relations by establishing the subject status of government in constructing harmonious labor relations; to improving the scale of construction activities by establishing a comprehensive mechanism for evaluating harmonious labor relations; to create a new situation of labor relations by perfecting incentive and restriction mechanism for harmonious labor relations; to actively improve labor relations by constructing a long-term guarantee system for harmonious labor relations; to take laborers’ advantage of participation by perfecting the mechanism of multi-party coordination.
