Promotion is an important manifestation of civil servants ’ capacity.To individual civil servants, promotion is the main method of civil servants career development, and the potential lasting power to encourage civil servants to work hard. The whole promotion status reflected Laos Government human resource management directly, and plays an important role in the process of government administration. At present,Laos civil servants promotion has some problems such as artificially promotion. There is an urgent need to study the problems of promotion,to provide references for the promotion. Based on literature studies, this paper obtained first-hand information about promotion of Laos by questionnaire and interview methods. Information analysis of results displayed that Laos has abolished de facto life tenure for leading officials,and established civil servants promotion system to ensure fair and just civil servants promotion process. But Laos civil servants promotion also existed problems such as serious consciousness of power oriententation,and civil servants promotion incentive role was twisted, and unscientific assessment mechanism, and the dive rules of civil servants promotion practice process still had great market, and promotions responsibility mechanism wasn’t sound enough. To learn from foreign experience in promotion, this article put forward advice to improve Laos promotion,including established the correct power concept and eliminated the old ideas fundamentally, strengthened the incentive mechanism, assessment mechanism and monitoring mechanism of promotion.
