The promotion of civil servants as a civil servant, personal development and can play the most important incentives, in the construction of service government, responsible government, legal government plays a critical role in the. To promote the civil service ability construction is the necessary requirements of strengthening the party’s ruling ability construction. As the ruling party, the ruling idea of Lao People’s revolutionary party to guide the basic idea of the work of the government, to be embodied into every aspect of daily work of government. At present, Laos is in the reform and opening up, the transition stage to a market economy, with the globalization of economy and the deepening of the reform, the characteristics of complexity of professional, scientific, administrative management become more and more obvious, has put forward higher requirements on the ability of civil servants in Laos. In this paper, through the civil service to domestic and international promotion review, defining the basic concept of civil servants, promotion and promotion system, the civil service promotion system theory, form and type of the promotion of civil servants are discussed. Development and analysis of Lao civil servant system evolution, main contents from the Lao civil service promotion system, the basic standard of Lao civil servants promotion and qualifications, the Lao civil service promotion system program, the Lao civil servants promotion effect and the characteristics of the system construction and other aspects. Analyzes the main problems existing in Laos promotion system, such as setting the conditions of promotion is not scientific, lack of promotion and supervision system, promotion of fairness is the lack of existing problems. Existing problems in Laos civil service system has been analyzed, influence of traditional official promotion, right mind, promotion way back promotion results and mechanism of incentive, is the main reason for promotion effect. Finally this paper improve the civil service system is proposed in laos. Mainly from the increased level of legal effect promotion legislation, promotion program diversification, type promotion personnel treat specific posts, open the difference channel promotion, the promotion and service consciousness and give proper guidance, to establish the result and goal oriented promotion several performance aspects.
