With the help of knowledge and technology,we have entered a new era of knowledge economy.While bringing development opportunities to our country,it also puts forward higher requirements for the government’s administrative efficiency and administrative capacity.In order to meet the people’s yearning for a better life and the increasing demand for public services,in recent years,the state has attached great importance to the construction of civil servants.As the main force of the national civil servants,it is very important and urgent to improve the overall administrative capabilities of the grassroots civil servants.The importance of civil servant training is self-evident as an effective way to improve the administrative capabilities of grass-roots civil servants.In our country,the training of civil servants has become more and more mature after decades of development,but the evaluation of the training effect has always been the weakest part of the training of civil servants and needs to be developed and improved urgently.The author takes X county as the research object and takes "theory-empirical-application" as the overall research idea to discuss the optimization path of the evaluation system of the initial training effect of grass-roots civil servants.The main research content of this paper is the construction and optimization of the training effect evaluation system for primary civil servants.In terms of theoretical basis,first of all,by sorting out and comparing theories on training effect evaluation at home and abroad,it discusses the evaluation of civil servants training effect from the perspective of theoretical research.The construction principle of the system is based on the theory of human capital and knowledge transfer as the theoretical basis of this paper;secondly,it analyzes and compares four evaluation models that are relatively mature and widely used.The Ke’s four-level evaluation model is used as the basic structure of the evaluation index system;in terms of empirical evidence,this paper conducts a questionnaire survey and in-depth interviews on the initial training and evaluation work of the grass-roots civil servants in X County,and analyzes the status quo,problems and reasons of their evaluation work.On this basis,combined with the Koch evaluation model,a training evaluation index system is constructed through index primary selection and expert evaluation,the principle and method of fuzzy comprehensive evaluation,application of evaluation method and evaluation result are introduced in detail,and concrete measures for optimizing the evaluation index system are proposed.At the same time,it also put forward safeguard measures in terms of technology and funds to support the optimization and implementation of the evaluation of civil servants’ initial training effects.
