As the direct executor of government administrative functions and the direct implementer of national policies,grass-roots civil servants are an important part of the civil service system and shoulder the important responsibility of maintaining the stability of national policies and the orderly operation of government departments.With the continuous deepening of China’s reform and opening up,the reform owners of government institutions do not enter the deep-water area.With the deepening of reform,the government functions continue to change to innovation,legalization and service,and the requirements for the ability and quality of grass-roots civil servants are also continuously improved.Whether the personnel quality and ability can meet the post requirements has become an important factor that directly affects the level of government administrative functions.In the tax system,with the continuous expansion of the business scope faced by grass-roots civil servants and the increasing improvement of tax policies,the training of grass-roots civil servants in the tax system has become a focus of the work of the tax system.In recent years,the training of tax civil servants in China has gradually normalized and standardized.However,it is not difficult to see from the actual work that there is a lack of a reasonable evaluation system within the tax system to scientifically and systematically evaluate the training effect of grass-roots civil servants.Therefore,based on the actual situation of grass-roots civil servants in the tax system,this paper constructs a set of evaluation index system suitable for the training of grass-roots civil servants in the tax system,which has important theoretical and practical significance.Firstly,on the basis of literature reading,this paper combs the relevant research on the training effect of grass-roots civil servants,and studies the concept and characteristics of grass-roots civil servant training system;Secondly,combined with competency theory and Kaufman’s five level training evaluation model,this paper constructs the training effect evaluation model of grass-roots civil servants in the tax system,makes a fuzzy comprehensive evaluation on the training effect of grass-roots civil servants in 2019 by s district tax bureau of Y City,and compares the self-evaluation results of grass-roots civil servants with the evaluation results of the expert group,It shows that the evaluation of the overall effect of the training of grass-roots civil servants in the tax system of Y City in 2019 is "general",which is equivalent to 65 points,and there is great room for improvement;According to the evaluation results of this paper,this paper puts forward corresponding countermeasures and suggestions from two aspects: the improvement countermeasures of the training effect of grass-roots civil servants in the tax system and the implementation guarantee countermeasures of the training effect evaluation of grass-roots civil servants in the tax system.Specifically,the countermeasures to improve the training effect of grass-roots civil servants in the tax system include formulating reasonable training objectives,paying attention to the pertinence of content,optimizing training methods,multi-level analysis of needs and strengthening the attention of grass-roots civil servants,and paying attention to the comprehensive improvement of organizational and social benefits;The implementation guarantee countermeasures of training effect evaluation of grass-roots civil servants in the tax system include establishing the technical guarantee system of training effect evaluation,perfecting the organizational guarantee system of training effect evaluation and formulating the policy guarantee system of training effect evaluation. |
