Research On The Reform Of Municipal Discipline Inspection And Supervision Institutions

Since the Eighteenth Communist Party of China (CPC), The CPC central committeehave proposed a series of new anti-corruption concepts, such as “construct anti-corruptionpolitics”,“accomplish honest cadres, clean government and transparent politics”,“both‘tigers’ and ‘flies’should be chased down”,“lock power in the cage”,“former anti-corruptionin treating symptoms to gain time for the cure”. The Central Discipline InspectionCommission punches corruption, as well as putting great efforts in promoting the reform andinnovation of the discipline inspection and supervision. The Central Discipline InspectionCommission adjusts its internal departments, opening up website, and fight againstcorruption in a more open way. Facing the new situation and new mission of combatcorruption and uphold integrity, further analysis and research on discipline inspection andsupervision institutions has great significance in promoting the reform of disciplineinspection by theory and practice.On the basis of a comprehensive analysis of the existing system of discipline inspectionand supervision, giving to the main function of municipal discipline inspection andsupervision institutions——execution, this paper considers effectiveness as the fundamentalgoal of further reforming. Given the qualitative and quantitative analysis of disciplineinspection and supervision institutions in Tangshan, four problems have been found out:"dual leadership" lack of clarity, internal departments are not reasonable enough, accreditedorganizations did not assume their responsibilities, status and responsibilities are not match.And then, the paper puts forward four proposals: materialize “dual leadership”, implement acentralized management for the municipal level, adjust internal departments, and push forhigher political position of discipline inspection. Specifically, this paper proposed initiativeidea on internal departments; what is more, it also give out innovative reform initiatives likemoving up parts of the decision rights on judicial, unify the work of municipal disciplineinspection and supervision.
