Since the 1990 s,the scale of China’s floating population has been growing,and the structure of the floating population has also undergone new changes.One of the most significant changes of "family" is that more floating population move into the city with their wives and belts in a family way,which highlights the problem of compulsory education for migrant children in the inflow place.In a sense,solving the problem of compulsory education for migrant children is not only related to the healthy growth of migrant children,but also related to a series of major issues such as China’s sustained and healthy economic development,the overall process of urbanization and the stability of the whole society.Changzhou is one of the central cities in China’s Yangtze River Delta approved by the State Council.Since the reform and opening up,Changzhou’s economy has developed rapidly.Accordingly,it has become one of the areas with a relatively concentrated floating population of migrant workers.XX district is the central urban area of Changzhou.Therefore,it is typical and representative to select XX District of Changzhou as the research area.On the premise of comprehensively combing the relevant research results at home and abroad,comprehensively using the service-oriented government theory,education equity theory and basic public service theory,this thesis deeply analyzes the performance of government responsibility for compulsory education of migrant children in XX District of Changzhou City on the basis of investigation and research.The study found that the XX district government of Changzhou City has made active efforts in fulfilling the compulsory education responsibility of migrant children,and its main achievements are: the education and schooling policy of migrant children has been continuously optimized;Financial investment in education has increased year by year;Strengthening the guarantee of degree supply;The regulatory system and mechanism have been gradually improved.However,there are still some problems to be solved urgently: the supply of degree resources in some regions is insufficient,the allocation of educational resources is unbalanced,the financial investment in education is insufficient,the specialized education enrollment policy is imperfect,and the management of private schools in the region is neglected;Based on these problems,combined with the nature of public goods of compulsory education and the important management responsibilities undertaken by the government,and using the theory of service-oriented government,the theory of educational equity and the theory of basic public services,it is analyzed that the main reasons for these problems are the insufficient overall planning and layout of education,the inadequate overall management of educational resources,the imperfect financial investment mechanism of education,the imperfect dynamic adjustment mechanism of educational policy Insufficient policy publicity and supervision,insufficient support for private schools,etc;In order to further improve the performance of government responsibility in the compulsory education of children of floating population in XX District,the government also needs to start from the following aspects: improve the layout of education planning and ensure the supply of degrees;Balance the allocation of educational resources and promote educational equity;Increase financial investment in education and improve the financial investment mechanism;Optimize the education and school policies and improve government services;Strengthen policy publicity and supervision and improve policy implementation;Increase support for private education and effectively supplement degree resources. |
