District Government Performance Evaluation Study Situation And Problems Of Tangshan Caofeidian

Since80s of the last century, under the influence of western new public management, many local governments have carried out practice in performance evaluation, a variety of ways for performance evaluation arose, such as the target responsibility system, performance of the building, the people evaluating government etc. Due to the falling behind in other aspects of political reform, so many local governments’ performance evaluation seem to be lively, but in reality they are less desirable. Based on this, it is necessary to study the present situation of performance evaluation in local governments, to analyze the composition of its evaluation index system, to analyze the problems in the work of performance assessment, to discuss and improve the countermeasures in the work of government performance evaluation.Caofeidian district, the youngest district in Tangshan City, which carries the heavy burden of economic restructuring in the city of Tangshan, is the first growth pole forged strongly by Hebei province, and is also a important front to develop coastal economy, towards the city itself there are essential difference from other counties, and in the aspects of construction target, construction content, construction method it has its particularity, the requirements of government performance are also higher than others’.In this article, on the base of reviewing related research achievements at home and abroad, the research method of questionnaire and fieldwork is used, the present situation of government performance evaluation at Caofeidian district is elaborated, the problems in it are analyzed, and then the countermeasures of government performance evaluation at Caofeidian district are discussed, which could help it to a higher level in the work of government performance evaluation at Caofeidian district.The main conclusions are as follows:First, the government performance evaluation have an important role in the transformation government function, improving the government service quality and management efficiency. The government performance evaluation can make us to understand the government performance deeply, and it also give the new road to the government performance improvement. second, we have many problems in the practice of Caofeidian’s government performance evaluation, such as the realization for the performance evaluation, government performance evaluation, government performance evaluation system, government performance evaluation result, government performance evaluation indicators and government performance evaluation result.it mean that we need to improve our work in the county level of government performance evaluation.third, we need to improve the works in the level of county government performance evaluation, such as the realization for the important, the main body diversity, the index system of science, the application of results and security system.I hope the work would play an important role for the construction of the governments and their performance evaluation in the other county-level governments, and improve government performance management simultaneously.
