Performance management first appeared in the last century in 70 s,it has been applied in the management of government in the western countries.Performance management can enhance the government's work efficiency,also can improve public satisfaction.In the last century in 90 s,China began to introduce performance management,and opened the prelude to the reform of China's government performance.Shenyang City located in Liaoning Province,was the earlier city in which applied in performance management,through the practice of nearly ten years,has been found a relatively good effect.Through the performance management can put the problems in the management of the government more fully reflected,so that the government can timely correct to enhance the quality of service and promote social development and progress.However,there are many problems that need to be further improved,such as lack of understanding of performance management,performance management is not standardized,so how to combine the actual situation of government performance management,how to promote the local government to actively change their functions is an urgent problem.This paper analyzes the current situation of government performance management,through investigation and research to analyze the current problems in Shenyang city government performance management,and put forward specific measures,hoping to improve the government performance management to provide some valuable help.The first part of this paper analyzes the background and significance of the topic,and summarizes the domestic and foreign research situation of government performance management,through the comparative law,research methods and other ways to summarize the paper.In the second part,the paper introduces the concept of performance,government performance management,and then analyzes the value orientation and the top level design of performance management in the government performance management under the current situation.The third part analyzes the development of Shenyang city government performance management,and then surveys the current situation of Shenyang government performance management by means of questionnaire.The fourth part elaborates the strategies of improving the effectiveness of government performance management from six aspects.The fifth part summarizes the whole paper,and puts forward the prospects of government performance management in the future.
