The research of the current global public management focuses on a topic - the Government Performance Management. The conception of Performance Management was introduced to the government management in the 1980s, the administration crusade of western countries–"reinventing government– establishing enterprise government", in order to resolve the problems of economic stagnation, financial crisis and the public's satisfaction. England and America took the practice of Government Performance Management firstly, and then the Netherlands, Australia, Denmark, Finland, Norway, New Zealand, Canada and other countries began practicing and exploring. The establishment of a high performance government becomes the consensus of many countries'administration reforms, the Government Performance Management become the focus of the global public management research.Now, the reform of Government Performance Management wave has spread to China. Our country learned from western countries and introduced advanced management concepts and mechanism of western countries, some local governments and government departments attempted to explore the practice of performance management, for examples, the Construction Committee of Yantai piloted the"social service pledge", Hangzhou Government carried out"the public satisfaction judgment", Zhejiang Province waged the framework of office efficiency,"million people counsel organs"and"the last one eliminated"of Nanjing government, and"the target responsibility system"of Qingdao Government. But China's Government Performance management was just at the initial stage, it is becoming the focus of China's administrative reforms research.Accordingly, the study choose the Government Performance Management as a research object have a great theoretical and practical significance in improving government management, increasing government efficiency and improving government management capacity and responsiveness in the background of globalization.The study takes the empirical research of the Government Performance Management of Rongchang government of Chongqing, learning Rongchang Government Performance Management status, researching the general problem of local government performance evaluation, and introducing the countermeasure to improve the performance management of our country's local governments. There are three main content of this study: First, using literature content analysis, researching the basic theory of performance management, the practical experience of enlightenment of America's government performance management and the situation of China's Government Performance Management practice; Second, using the survey method, through the research of Rongchang government performance management, attempting to research the status, problems and reasons of the Government Performance Management of our country's local government; Third, introducing the measures based on the conclusion of the study, thinking about the suggestion of improving the Rongchang Government Performance in order to provide the reference for our country's local government performance management.
