The government has always seen the reform of the administrative attachment system as a key area for deepening institutional reform.In recent years,the reform has streamlined the approval process,shortened approval deadlines and improved the quality of public services,increased public satisfaction and stimulated market dynamics through a number of new initiatives such as "deficit tolerance","commitment-based approval" and "Internet plus government services".This has improved the quality of public services,increased public satisfaction and stimulated market dynamics.While the reform has delivered significant results,there is still a gap between the reform and the changing and evolving needs of market actors,among which the failure of inter-agency coordination in the context of public sector management is particularly striking.Taking the example of the reform of the administrative licensing system in Nanning,this paper uses the theory of integrated governance as a theoretical tool to explore the problem of cross-sectoral cooperation in the context of administrative licensing system reform.Combining literature research,field research and interview data,it analyzes the current situation of the cross-sectoral cooperation on the reform of the Nanning City Municipal Licensing System in the light of the history of the development of the Nanning City Municipal Licensing System Reform,summarizes the main cooperation measures in the reform and the results achieved,and finds that there are problems in cross-sectoral cooperation in the reform,such as the lack of subjective initiative,the preference of form over substance,the dilemma of audit and management responsibility,and the low level of information.The article also analyses the causes from four perspectives: law enforcement,structure,technical means and internal drivers.In response,the article proactively explores strategies to optimize cross-disciplinary collaboration in the process of reforming the administrative licensing system,and proposes four countermeasures to strengthen the licensing system architecture to bring collaboration into the rule of law,create a comprehensive organizational structure to strengthen interdepartmental correlation,improve the intelligent platform to foster collaboration and resource sharing,and implement collaborative performance management to improve collaborators’ motivation.
