Study On The Troubles Of Square Dance’s Participants And Victims And Its Countermeasure

Therefore, in this paper, the researcher will adopt the qualitative research(based on the data investigation of square dance’s participants and victims in Jin Hua,which is to give a macroeconomic support.) and the quantitative research(based on typical cases about square dance in different places, which is to provide a practical reference.), with the literature data method,questionnaire method, mathematical statistics,on-the-spot observing method and so on. Meanwhile, through the interview investigation and shooting, the researcher looks into the reasons, parse problems, learn from experience, improve deficiencies, and conclude the countermeasures and solution seriously according to the reasons, to promote the healthy development of square dance, and make participants and victims live in harmony with less disturbance. The result as follows:The trouble of the square dance’s participants and victims is displayed as three points:dancing time, dancing volume and dancing place. The factor of this trouble: both participants and victims make self-interest overwhelm others’, Participants emphasize their rights of leisure activities, and victims defend for their rights of rest, quietness and enjoyment of public place according to law. Due to lack of sincere communication and transpositonal consideration, they complain each other more and do not give way to the other, then the conflict appears. The essence is that part of citizens lack the awareness of the correct right of public place use and the awareness to follow the principle of public order, and the awareness of self control. The social characteristics of square dance problem is that the requirement border which public space and private space should obey is vague and that both shared resource and public collective action lack hard rules.The process of how this trouble happens:at the first beginning, they communicate. When it doesn’t works, they turn to real estate and neighborhood committee, in an attempt to let the third party to solve the problem. When it still fails, they start to complain about each other, which leads to the advanced conflict and end up with a vicious collision. This kind of incident not only affects the citizens’right of physical fitness but also affects their right of rest and fair use of public space.There is not hardly a way to solve this problem. In this paper, according to the three reasons and the trouble development, the researcher combines cases, learns from experience and absorbs the insufficiency to solve the problems individually. It can be divided into three steps:firstly, communicate and negotiate sincerely; secondly, when the first step doesn’t work, citizens may turn to real estate or neighborhood committee or police station, to ask for an intervention. Thirdly, when the problem is still not solved, citizens can resort to the judicial process to safeguard their legitimate rights.
