Popular culture,as the result of the Industrial Revolution of western capitalist class,is based on public taste.It combines leisure and entertainment,exists independently of mainstream culture and elite culture in terms of form and content and has exerted significant influences on mode of production and life of mankind since its appearance.The introduction of popular culture into China after the 1940s expedites the process of cultural diversity and the popular culture is penetrating into every aspect of life.The rise of popular culture broke the long-standing monistic culture model,affirmed the broad masses of people’s cultural choice of rights,established the people’s cultural status,the formation of the mainstream culture,elite culture and popular culture coexist three pillars of the situation,thoroughly Changed the pattern of Chinese traditional culture.In addition,the people’s production and lifestyle have a significant impact,improve people’s quality of life,shaping the people’s spiritual quality,and promote the healthy development of people’s personality.Square dance,as a special phenomenon in popular culture,features modernity,secularity,timeliness and entertainment which are also characteristics of popular culture.Besides,it not only enriches people’s living conditions both in material and spiritual aspects but also promotes individuals to transfer from private space to public space,from private field to public sphere.However,when square dancers are enjoying fitness and entertainment,some problems such as the lack of infrastructure and space in form of a series of negative events-disturbing residents,spilling manure,noise pollution and seizing public space-emerge.All these negative effects reflect residents’ need for public space.This paper,based on the perspectives of social space theory,social conflict theory and governance theory,adopts methods of case study,investigation and literature review to study T community in Jinan.In the case study,the rise of square dance as a special form of popular culture,its social background and internal motivations will be reconstructed and the reasons why square dance can possibly reflect residents’ growing consciousness of square dance participation and increasing enthusiasm of public affairs participation will also be expounded.Based in above analyses,the problems and internal reasons in the development of square dance will be studied and the specific and feasible measures in public governance to solve the existing problems will also be put forward.The whole paper,based on the studies of cultural characteristics and status quo,centers on the appeal for public cultural space reflected during the development of square dance and examines the lack of government service in public space management from perspectives of optimizing public space and cultivating public awareness.Thus,this paper could serve as an invaluable reference for reconstructing and improving public space and community culture in our country.The investigation reveals that square dance in T community of Jinan is the epitome of the development of popular culture in China and the development of square dance is reflecting the evolution of popular culture in China.The study of square dance in this community helps to serve as a kind of prelude and context to the study of popular culture and reconstruct the development of popular culture in China.At the same time,it is of great importance for popular culture itself.Influenced by the spread of western popular culture,our country holds a tolerant attitude to culture diversity and the prosperous development of market economy also stimulates culture consumption.Taking the above background information and the features of spontaneity and mass of popular culture into consideration,it is inevitable that square dance is warmly accepted due to its profound historical and cultural development background.Meanwhile,the participants of square dance are also driven by internal factors.Square dance not only enhances collective sense of honor,sense of social identity and sense of social value but also expands intercommunication scope in social exchange and thus transforms private space into public space with common attributes.From the beginning and its growth,the square dance in T community of Jinan displays various characteristics such as gender and age:female and middle-aged people in a majority;occupation:officer workers and retired people;values:from self-achievement to the awakening of public awareness.But some problems also exist such as the shortage of public resources and products,the lack of infrastructure,the lack of public morals and sense,the limit of public space,the absence of service of government as a major role,the lack of regulation of public service offer and so on.This paper aims to offer government referential experience in public governance by presenting measures of increasing the supply of public products,enlarging the scope of public service,further improving and practicing the regulation of public service and implementing and enforcing the government service from the perspectives of optimizing public space and the cultivation of citizen awareness.
