Great changes took place during the late Qing dynasty to the establishment of the Republic of China. Since the Opium War, Qing Dynasty begun to weaken and weaken. Qing government was forced to carry out a series of policies. The proposition and promotion of these policies bring profound influence to the changes of the administrative region and the civil life. This impact even penetrated into the Mengqi region.This paper take Siziwang area for instance, research changes of society from 28 years of Guangxu (1902) to the establishment of the People’s Republic of China in this area. With the reclametion of land in Siziwang district, cultivated land was expanded,while more and more Han population immigrated. The national amalgamation of Mongolia and Han changed the culture and tradition in economy, society, education and many other kinds, which connected with the land reclamation deeply. This paper take the reclamation as the main line, make further efforts to analysis of the change of population, taxation, culture and education which caused by changes in land. Through the discussion of this paper, we can understand clearly about Siziwang district’s historical process and social changes during the late Qing to the establishment of the Republic of China.
