A Study About The Administrative Secrecy System In Han Dynasty

The administrative secrecy system in ancient China was a part of the national political institution. Its effective operation played a crucial important role in maintaining the autocratic monarch and keeping the existence of the country.Therefore, the Han Dynasty rulers always placed the security work,which were related to their domination,in an important status. It is of great significance to research on the administrative secrecy system in the Han Dynasty. Because it can help us deeply understand the political system of Han Dynasty and the the evolution process of the security system in ancient China. On the basis of predecessors’ researches,we try to integrate and analyze the relevant historical materials,then explore the Han Dynasty administrative secrecy system from three aspects:Chapter one mainly discusses the important items contained in the administrative secrecy system in Han Dynasty. Including the monarch ’s whereabouts and health condition secrecy, related matters and decisions in daily administration secrecy, and paperwork secrecy.This is the most basic content of the research on the administrative secrecy in the Han Dynasty.Chapter two mainly discusses the main measures of the administrative secrecy system in Han Dynasty. This is the key point of our research. Firstly,for different matters,the different confidentiality requirements are presented.And then the routine requirements and the special requirements appeared. Secondly,take various measures to limited the right to know the scope in the ruling class.Then Reduce the possibility of information leakage. Thirdly,take corresponding preventive measures in the palace,and formulate the access standard and defense system. Fourthly,strictly control the selection and recruitment of the confidential employee and the watchman,and use the trusted person. Finally,give severe punishment to the revelations,on this account,to ensure the authority of the administrative secrecy system.Chapter three mainly discusses the characteristic of the administrative secrecysystem in Han Dynasty. On the one hand,the use of bamboo slips made the techniques and means of the security of documents in the Han Dynasty different form other historical periods. On the other hand,the security system had been inherited and developed,eventually creating a mature administrative secrecy system.
