As the global integration process gradually deepened, the international communication is more and more increased. So, mastering English becomes more and more significant, and English meanwhile is necessary for vocational students to work on construction, management and service. Higher vocational education has come a long way, being an important part of Chinese higher education. At the same time, colleges has realized that the quality of English teaching is often critical to colleges’ building the high-tech warehousing talents. However, nowadays the traditional vocational teaching can’t meet English oral skills and communication, which is focused on theory and examination. Therefore, English teaching in vocational schools must reform,innovate and focus on the students’ application ability.The article chooses four higher vocational education colleges as the respondents, for giving suggestions about English teaching reform, sets forth the research background and research meaning firstly, puts foreword the necessary and significance of English teaching reform. And then states detailedly the connotation, formation, development, advantages and affection of competence-based education. Besides, through reading, comparing, and analysising the foreign and Chinese document literature about competence-based education, the article analysis the condition of nowadays vocational schools’ English teaching, summarizes the experience, and makes some suggestions. Thirdly, the article studies the current situation and characteristic of English teaching in Henan province, through questionnaire survey, interviewing method, and factual analysis.By Excel and SPSS, This study analyses the data and finds there are still some problems about English teaching in the colleges in Henan province, such as, the students’ English foundation is very weak, their motivation is unclear, they show a marked lack of learning interest. Besides, the teachers’ teaching methods and means lags behind, the teaching materials are so single, and the teaching evaluation system cannot meet the development of the vocational education. The last but not the least, according to the situation about Henan’s English teaching, the article gives some suggestions based on the competence-based education, such as improving the teaching standard, changing the teachers’ idea and attitude, improving teaching methods, reforming the textbook and setting up the diversified teaching evaluation system, and so on,to improve vocational education English teaching, make English teaching meet the social development, and make progress about vocational education in Henan.
