CBE(Competence-Based Education)is a worldwide training ideological trend which developed in 1960s.It was one kind of popular vocational education system,it is also the direction of the reform in the international vocational education.It took seriously to obstain operational ability as the goal;advocated that ability was regarded as the foundation.This ideological trend advocated that the primary mission for vocational education is to enhance the ability,but was not the knowledge itself.It makes the overall analysis on professional role and provids the ability which needs to the trainer in the industrial field and society.It stresses the dominant position for students in learning process.The core of the theory is how to cause the students to obstain the practical ability in ceratin occupation.As a modern education idea,compared with traditional discipline, especially Subject-Based Education and Knowledge-Based Education,they have so many differences;meanwhile it spread to our country in the beginning of 1990s and welcomed by many educators',specially vocational education workers' because it is simple to learn and easy to disseminate.The purpose of higher vocational education is to train higher technical professional person who can adapt to production;construction;management and utilities etc.The CBE was introduced in reform of higher vocational education,meanwhile applied to the educational reform and practice,this conforms to the English reform tendency and follows the language teaching rule.Without doubt this idea will enable the reform of higher vocational English education to have solid foundation;deepen the English teaching reform.
