In view of the rhetoric view, this study made attempts to study the social reality ofrhetorical research. Under the support of rhetoric and communication theory, treat the languageand nonverbal behavior of the government and the media in the "7.21" heavy rainfall events inBeijing as the studying object, trying to dig deeply the rhetoric motive, rhetoric, the rhetoriceffect about the government and the media in natural disaster emergency, to build a generalmechanism of the interaction between government and media discourse.We focusing on the main release of news conference, spokesman of the discourse, and thegovernment leader’s discourse in the process of disaster when analysis the government rhetoric.We focusing on the reporting number,reporting forms,reporting framework of the media whenanalysis the media rhetoric. In the emergency of natural disasters, the government and the mediamake the cooperation, adopts the information release strategy, image restoration strategies,apology reflection, shaping the rhetoric illusion.
