Han Guan In The Areas Of Natural Disasters And The Government Coping Strategies Of Mutual Relations

Han Dynasty was the open stage of Chinese feudal state.The feudal autocratic socialist system established and perfected preliminarily in this period. Guanzhong area was very important in the Han Dynasty. Guangzhong area was the capital city centres and basic economic zone in Xi Han period,and was also important ruling area in Dong Han period.Natural disaster occured frequently in Han Dynasty.There were many statistics about the number of natural disasters in Han Dynasty.Because suffer some factors influence,such as the mining of historical and the difference of Statistical principle,different scholars had the different statistics about the number of natural disasters.However,at present there are few statistics about a region of Han Dynasty.At the same time, the related researches on Han Government's strategy responding to disaster were also so much. But Scholars rarely discussed the drawbacks of Government's strategy responding to natural disaster. Moreover,the occurrence of natural disasters will affect the establishment and development of Government's strategy responding to disasters,in turn,the establish or abolish of Government's strategy responding to disasters will influence the frequency and harm degree of disasters.This article is divided into four parts on whole.The first part briefly introduced the significance of topic selection, scope definition of research, the natural geographical environment of Guanzhong area in historical periods, and the fundamental ideas, contents, methods and innovations.The second part Classified statistics and draw the number of natural disasters,analyzed the feature in the annual distribution and in the monthly distribution,and the influence to social and natural environment. Generally speaking, all kinds of disasters are variations of annual distribution trend, Xi Han Dynasty had more times, especially in the middle and later period,fewer in Dong Han period Just as the feature of monthly distribution,flood, drought, locusts, storm, hail mainly happened in summer and autumn. Disasters were less likely to happened in winter and spring.Frequent natural disasters caused a tremendous influence in People's life and property, agricultural production, social order, road traffic, victims of psychological and natural environment.The third part:through the analysis of Government's strategy responding to disasters,I found that Han Dynasty government was keen on prayer disasters under the influence of Yin and Yang"and "Telepathy between Heaven and Man",but still had established a set of comparatively system that contained pre-disaster prevention, mid-disaster salvation and post-disaster relief to response to natural disasters. The system played a positive role for disaster relief.The starting point of the relief was to maintain the stability of the feudal ruling order, there were also a lot of drawbacks, greatly reduce the effectiveness of the disaster.Through the explore of interactive relationship between the occurrence of natural disasters and Government's strategy responding to disasters,I found that the occurrence of natural disasters promoted the construction of water conservancy project, storage and other measures in Guanzhong area.In turn,the establish or abolish of Government's strategy responding to disasters would influence the frequency and harm degree of disasters.
