The Study On Rural Public Culture Supply

As an agricultural country with more than 700 million farmers, building a socialist harmonious society and realize the whole social and cultural development and prosperity, we can not ignore the rural areas and farmers. We must increase the supply of rural public and cultural efforts, so that the banner can lead a harmonious culture in rural areas and farmers. Increase the supply of rural public culture, not only to satisfy the majority of farmers kinds of growing material and cultural needs, but also can balanced the development of urban and rural culture, protect the people's basic cultural rights and interests of farmers needs. Shandong Province is not only an economic province, but also a cultural province, Shandong has a long cultural history in the development of Chinese civilization, One of the most well known in many important contributions is Confucius and Confucianism. Therefore, to do the supply of rural public culture in Shandong Province, will have a very good reference on the supply of rural public culture in the whole country.In this paper, we will see the current supply of public culture in rural areas of Shandong Province and the status of the main problems, as well as domestic and foreign experiences in the research and analysis, and proposed some improved suggestions. The first chapter is an introduction. This chapter describes the background and significance of Shandong Province in the supply of rural public cultural. The second chapter is the supply of rural public and cultural theory, proposed a theoretical basis for the supply of public culture. The third chapter is the status of the supply of rural public culture and the problems introduced in rural areas of Shandong Province at present, the achievements of public culture and characteristics of the supply, but there are still not perfect, such as lack of relevant laws and regulations, lack of government financial investment, lack of effective supervision in the funds, poor infrastructure, public culture is difficult to meet the cultural needs of farmers, service personnel and the lack of low quality and other issues. Chapter four is list the supply of foreign public cultural experience for reference, drawn on the province to provide rural public culture in China. Chapter Five is the supply of rural public and cultural factors in all aspects of regression analysis of Shandong Province, which are the main factors which are the secondary influence factors, to provide reference for the supply of public culture in rural areas in Shandong Province. Chapter Six is on the basis of previous chapters, is proposed the supply of rural public policy recommendations such as improve the rural public cultural policy documents, establish a stable government as the leading diversified into the supply system, establish a standard management and supervision of rural public cultural funding system, speed up infrastructure construction, full services, strengthening of personnel.
