| The PLA Armed Police force is a significant force for the guarantee of national interests and the social stability of China, with its major missions as watch-keeping over the country, reacting to contingency, as well as conducting anti-terrorism tasks. In light of the requirement made by General Secretary Jinag Zhemin, and aiming at "winning over adversaries without being corrupted", it is expected to act flexibly, respond swiftly and fight effectively.With its current objective as to set up a flexible medical assurance for servicemen, though much has been done and explored by the only medical assurance unit of the PLA Armed Force in Guangdong Province, weakness still remains in many aspects as in the standardization, serialization and systematization of equipments on contingent medical rescues; in the education and training on the prevention and treatment of nuclear-,chemical, and/or biological causalities; in the exploration of contingent medicine, and the maintenance of mental health of servicemen as well as that of high-qualified medical members; in the realization of IT-based communication system; in the detection of epidemics and the training of precaution treatment. In light of what has been mentioned above, it is of vital importance to make an exploration on medical assurance in a new era for the PLA Armed Force members stationed in the Southern part of China, and the study of which may shed light on the medical assurance of the whole armed forces of China.Guangzhou, situated at the South of China, is the frontier for Chinese’s economic development, which is of strategically vital importance to China. The exploration on the new missions, new criteria as well as new requirements made upon the medical assurance of the Southern Hospital for PLA Armed Force (in short: the Hospital) in a new era is one of the essential functions and the objective of medical development of the Hospital, is the imperative parts for the preparation for the ever-changing future warfare and high-tech military struggle, and is the ring for the call of modernization and standardization of military forces. Then the medical assurance of the Hospital in the present time should be initiative, innovative, and creative by liberating itself from the conventional practices and conservative ideas, so as to establish a flexible and effective medical system. It should meet the demand made upon, and make rehearsals and train its members on the basis of pre-set contingent programs in a real-life way or in a integrated way with the aim of improving the efficacy of the integrated medical assurance. For another, theoretically the importance of medical assurance should be placed on the handling of contingency. In view of the construction of medical units, the focus should be shifted from the conventional peace-time treatments to a state- of- art practice with flexibility and operability. With regard to the mode of medical assurance, it is suggested that a combination of military medicals with civilian ones take the place of the previous self-sufficient system. As for the casualty statistics and exhaustion of medical power, a shift is imperative from the conventional precaution to full coverage of medical care for all warriors in a state of art. With years’ efforts, there is a great improvement of medical levels and coverage of treatments for the Hospital, and there is a growing development in its policy-making, and a great improvement of the quality of its working staffs. The study makes a systematic analysis on the key elements of the medical assurance of the Hospital by way of interview, literature review, as well as contrastive analysis. On the basis of these research instruments and a comparison of foreign practice in the area with it, following suggestions are made on the construction of medical assurance for the Hospital: to identify the well-tailored strategy for development and marketing; to guarantee the funding and equipments for the proposed purposes; to improve the personnel and distribution system; to intensify the examination and analysis on samples of chemical or biological casualties; to reinforce the contingent medical rescues; to explore the mode for the combination of peace-time practice with the state-of-art conducts; to distribute experts on mental health to each fighting unit and have them make intervention when necessary; to train servicemen’s techniques for escaping from casualty individually or collectively.
