Study On The Role Of Government In The Laborand The Capital Of Occupational Safety Andhealth

The steady of labor and capital has an effect on the harmony of society. Recently,extended conflict between labor and capital is the focus of society. In the market economy, labor and capital couldn’t be completely controlled and regulated by the market because of the market failure.The government plays 5 kinds of roles: the protector of labors’ rights; the promoter of collective bargaining and employee participation; the planner of employment and human resource; the peace-maker of labor dispute; the public sector employer. This paper analyzes the problems of occupational safety and health from5roles: imperfect laws and regulations; imperfect monitoring system of occupational safety and health; less prominent of government in the collective bargaining system;the problem on the education and training system of occupational safety and health;lack of scientific administrative behavior and so on. These problems seriously hinder the development of occupational safety and health and encroach on the rights of labors. If these problems are unsolved, the conflict between labor and capital will become worse and worse. This article starts with the problems existing in the occupational safety and health of the government and analyze its reasons. At the same time,this paper shows the seriousness of the problems of occupational health and safety by cases and data image.The article combines with foreign experience to put forward to improve the government countermeasures in terms of occupational safety and health: improving the occupational safety and health related laws and regulations;improving the monitoring system; improving the role of government in the collective bargaining; improving the education and training system; improving the governmental administrative management. The improvement of occupational safety and health will benefit the harmony and steady of society as a whole.
