With functions of preventing, diagnosis and cure diseases, Medicine is helpful for psychophysiological functions and sound in body and mind.However, the quality, supply and price of medicine involves the welfare of the masses. Abnormal high price and shortage of the medicine have been haunting the drug circulation domain of our country for a long time. Since the starting of health reform, how to improve efficiency of medical institutions, guarantee the drug quality and supply and cut down expenses for patients are always put in the important position in the health reform.Public hospitals are the biggest drug consumption institution and also are important part of the health reform. Drug purchasing is one of the key point for the high drug price and drug shortage. Therefore, drug purchasing model of the public hospitals receives great attention widespread. Therefore,it has important theoretical and practical significance to analyze of the current situation of drug purchasing model in the public hospitals, find outthe existing problems, and then explore to perfecting the drug purchasing model in the public hospitals.With the method of document analysis, we study the GPO in United states, independent purchasing model in German and purchasing model in New Delhi, and summarize the development of drug purchasing in our country. Furthermore, we analyze the present situation of drug purchasing model of public hospitals and summarize the achievements and existing problems in the process of drug purchasing in public hospitals, such as unrealistically high and low price, drug shortage, imperfect price formation mechanism, non-entire supply chain coordination system, low participation of medical institutions, the lack of rational drug quality evaluation criteria and so on. On the basis of typical domestic model of drug purchasing,reference of foreign drug purchasing and new policies such as deregulating drug prices, deepening medical reform, development of the pharmaceutical industry, etc. we propose to combine internet and drug purchasing,integrate government with market to structure new drug purchasing model for public hospitals and put forward policy recommendations to perfecting drug purchasing model, such as establishing an efficient and convenient information platform, building a national or regional drug transaction platform, studying modes of drug purchasing, establishing a scientific evaluation system drugs, exploring market-oriented pricing mechanism playing the dominant position of medical institutions in drug purchasing,strengthening consolidated supervision, and so on.
