The Research On The Drug-purchasing Management Model Of Public Medical Institutions In Jilin Province

Drugs refer to those that can be used for disease prevention, diagnosis, treatment,purposefully regulates organism physiological function of the material. The procurement anduse of drugs are essential parts of public medical institutions； what’s more, it’s also theterminal segment to provide health services and to protect people’s physical and mentalhealth. Since reform and opening up, China has launched several rounds of Health carereform, and the research of drug-purchasing management model also has been put in themost important place. Public medical institutions, as social public utilities, are so importantto provide medical services and health services for the masses. Therefore,thedrug-purchasing management model has received extensive attention from the Community.In this article, the author focus on drug procurement management model of the publicmedical institutions in Jilin Province through the comprehensive comparison of thedrug-purchasing management model of United States, India and Germany, analyzing theexcellent experience of drug purchase in Anhui, Shanghai and Yunnan province. After that,in view of the problems of drug-purchasing management model of the public medicalinstitutions in Jilin Province, such as： the imperfections of the drug list, the unreasonableprice, the difficulty of drug distribution and the low enthusiasm of drug purchasing, someappropriate suggestion would be offered. During the research, the author has used several ofmethod, such as comparative analysis, typical investigation, case study and experiencesummary method, combining the knowledge of Management Science, Sociology, Medicineand Pharmacy, the author also carry out research on all kinds of public medical institutions.At the same time, draw lessons from various of drug-purchasing management modelsdomestic and foreign, combined with the rapid development of the Internet an theE-commerce, in the summary of the research achievements of predecessors and referencedon the opinion of experts, the article discusses and provided the solution to the problems ofdrug-purchasing management model.This article study on Jilin Province, which is the first province carried out the entirelyCentralized drug-purchasing model on internet of public medical institutions. The researchon the drug-purchasing management model of public hospitals in Jilin Province and the suggestions in regard to the strengths and weaknesses of the drug-purchasing managementmodel are significant to other province of China.
