This paper first through the study of the developing situation of licensed pharmacist team, reflecting the operation status of Chinese licensed pharmacists system. Then mainly analysis the background, development course, the current regulations of China’s licensed pharmacist system, combined with the development problems of licensed pharmacist team, learned from the licensed pharmacist system of some developed countries and regions, in order to study the main problems of Chinese licensed pharmacists system, and then put forward opinions and specific measures to improve China’s licensed pharmacist system, finally provide a powerful policy guarantee for the development of Chinese licensed pharmacist team.Through looking at the website to collection statistical reports and data concerned of licensed pharmacists, then use quantitative analysis method of statistics to analyzes the developing situation of Chinese licensed pharmacists team, in order to reflect the deep reasons of China’s licensed pharmacist system for these problem. Based on that the reference of previous research results through the collection of professional journal, thesis publications, relevant policy documents and other aspects of information by literature research, analysis both China’s licensed pharmacist system and other developed countries and regions. And then objectively sums up the difference between China’s licensed pharmacist system and other developed countries and regions by the research method of comparative analysis. Finally, on the analysis of the main problem of China’s licensed pharmacist system, making a clear future development direction of the system, and give countermeasures to improve China’slicensed pharmacist system.Through the analysis about the developing situation of licensed pharmacist team,we can find that in the team exist some problems such as licensed pharmacist unevenly distributed, lack of registered licensed pharmacist, the overall quality of licensed pharmacist is uneven and the social recognition of licensed pharmacist is low.Through the comparison of China’s licensed pharmacist system and other developed countries and regions, also combined with the implementation of China’s licensed pharmacist system, we can concludes that China’s licensed pharmacist system mainly exist such problems: the legislative process is lagging behind; the entry barriers and registration standards is low;qualification examination and higher pharmaceutical education is not practicality enough; continuing education is formalized. Based on the main problems of China’s licensed pharmacists system, China should speed up legislative process of licensed pharmacist law; to revise “drug administration on law of the People’s Republic of China” and to develop the relevant supporting policies of licensed pharmacists such as “Practicing pharmacist multipoint”; to establish the unity of academic, professional and practical access system of licensed pharmacist; to reform the content of qualification examination of licensed pharmacists and to adjust the qualification examination cycle and mode; to perfect the continuing education system of licensed pharmacists; to strengthen the supervision through establish annual appraisal way and credit archives system, also strengthen the publicity of licensed pharmacists, in order to provide institutional guarantee for our country public who use drugs more safely, effectively reasonably and economically.
