Research About Several Problems Of Chinese Licensed Pharmacists System

The certified qualification system is a kind of state administration management system,which come into being to adapt to the demand of modern society economic development, it’s also an effective management and assessment method for the professional and technical personnel. Licensed pharmacist system is a kind of the certified qualification system, the Licensed pharmacist as the core technology support to ensure the quality of drugs and the quality of pharmaceutical service,and shoulder the significant social responsibility and safeguarding the people’s drug safety and public interests.This article reviews the course of licensed pharmacist system over the past 20 years, and makes an empirical analysis combining with the status of the management for Pharmacist in Jiangsu Province. The author thinks that there are various problems in the current licensed pharmacist system such as there is an acute shortage of pharmacists and low enrollment, the lack of practice criterion, not be recognized in the medical institution,the level of business and ability remain uneven, poor oversight registration, underdeveloped industry association and the phenomenon that certificate hang rely on a company illegal.By analyzing,the direct cause of these problems will be summarized in six points:firstly, The laws and regulations of licensed pharmacist is not perfect, unreasonable system arrangement;secendly,the effects of changes in national policy and the "local food stamps.";thirdly, the management system of frequent adjustment led to a lack of continuity of management;.fourth,the lack of licensed pharmacist punishment mechanism;fifth,the lack of industry management;sixth,disorder of game between the stakeholders of the licensed pharmacists.Subsequently, the author analyzed the system of licensed pharmacists in the perspective of the theory of institutional change. The author think that the root cause of these problems is mainly due to rely on the method that the pharmaceutical intergration convert to the division and the arrangement of system design was error.At last, the author put forward four assumptions on the present situation about the licensed pharmacist system of China, the first point is accelerate the development of the legal system, to formulate The Pharmacist Regulations as soon as possible,on the other hand, ajdust to the regulatory documents.The second point is to straighten out the management operating system between departments,higher and lower,and internal departments.Thirdly,to reform the examination system about Licensed pharmacist and set up assistant pharmacist. The forth is we will support the development of association,and to establish the credit system of Licensed Pharmacists.
