Along with the gradually improvement of Wuxi people’s living standards and the intensification of aging population, the demand and requirement for social care services was increasing. However, the problem of shortage of nurse manpower had troubled hospital administrators for a long time, even Wuxi public hospitals were no exception. Studies have shown that, the shortage of nurses would make nurses suffered a long period of tension and exhaustion, which resulted in lower quality of care, and strained the nurse-patient relationship. Meanwhile, when nurses couldn’t get satisfaction and recognition from work, their turnover intention would be increased. Given the current situation that the nursing manpower supply couldn’t meet the growing demand, it was necessary to ensure nurses dedicate themselves to work and and not want to resign,which would be able to provide a useful reference for other cities that had became or about to aging population society. Thence, the study aimed to learn the nurses’ work conditions in public hospital, in particular their level of turnover intention, and then identify factors that affect turnover intention and provide targeted recommendation for managers.This study had selected nurses from four Wuxi public hospitals to research. Through questionnaires and personal interviews, the comprehensive and scientific survey data about the employment of nurses in public hospitals had been obtained. The results showed that Wuxi public hospital nurses at high level of turnover intention were more than 50%, which exhibited specific characteristics. According to the comparison result, nurses with features such as 26-35 years old, graduated from college, contractual employment, in low-level professional title, monthly income of RMB 2000-5000 and nonlocal registered permanent residence, who had been affected by many factors had become to generate turnover intention and constantly looked for outside jobs. Thanks to the advantages of age, education, and work experience, the unstable employment ones had a significant competitive strength in the external labor market, and should be paid more attention by the hospital.Based on the Minnesota Satisfaction Questionnaire, Maslach Burnout Inventor and the results of interviews with health executives, managers and clinical nurses, it turned out that job satisfaction and work burnout had a big influence on the nurse turnover intention. Working too busy and effort-reward disproportion were two important reasons for nurses’ dissatisfaction. While because of high-pressure environment and lack of rest, nurses in Wuxi public hospital were at a high level of emotional exhaustion and wanted to change the job. In addition, among the high-risk leaving groups, non-natives were more likely to feel the pressure from life, contract staffs with lower wages and less belonging sense generally felt unfair, while university graduates were hard to achieve personal values. All these above had a major impact on nurse turnover intention.According to the results,hospital managers should not only pay more attention to the nurses with high turnover intention by taking measures like meet the needs of young educated nurses and improve the treatment of nurses without career establishment, but also arrange the nursing work scientifically and reasonably, and strengthen social support. Only by this way can help the nurses of public hospital work in a good physical and mental state.
