The Protocol Transfer Treatment System Between Secondary Hospitals And Community Health Service Centres

Objective: To improve people’s experience on the medical and health services and people’s livelihood by analyzing main problems in transfer treatment, exploring the way and the thinking of how to improve the dual referral system, offering specific advice on the difficulty and high cost of getting medical treatment and providing reference for pushing the dual system in Chongqing and even the whole country through the present status investigation on the two-way referral system between the second-class hospital in Shapingba District and community health service center.Methods:This paper analyses the status of classification treatment system and dual referral system in Chongqing and at home and abroad by adopting the methods of documentary analysis, random sampling,expert conversation,survey,and system analysis,which clearly defines the scope of the study subjects. This study chooses one hospital in Shapingba District as the investigating subject,and selects 210 community residents by random sampling for questionnaire about recognition, intention and satisfaction on dual referral system(only 200 are effective).This paper analyses the running system of dual referral system through the depth conversation with experts, administrative staffs and medical workers in the hospital. In result of that, some suggestions has been figured out. Then it also analyses the open questions on dual referral system by system analysis and aims at offering the recommendations for improvement.Results: Through to the Chongqing Shapingba district a secondary hospitals and community health service center of two-way referral system present situation investigation, discovered the two-way referral agreement to make the model to carry out the referral work, Shapingba district people’s hospital to community health service center in 2015 under 4 batters, accept the community health service center in 98 batters, Qingmuguan hospital in shapingba district to community health service center under 2 batters, accept on 37 batters. Survey found that community residents know about two-way referral degree is low, ill more inclined to choose medical service ability for diagnosis and treatment of medical institutions, medical insurance policy and system for basic drugs in patients without obvious appeal.Conclusion: The two-way referral system between the Chongqing Shapingba district second-class hospital and community health service center is still at beginning stage. It still has the problems that the effect of two-way referral system is not so good, the policy of two-way referral system is not enough support from related institutions and lacking trust from community resident. According to in-depth research and analysis of the survey, we should try to play a role of the government leading, improve community medical institutions attractiveness, and explore the development of information to power two-way referral system. Let’s provide theoretical reference for the improvement of the two-way referral system.
