Research On The Service Of Community Medical In Jilin City From The Perspective Of Strategic Triangle

For a long time, restricted with the economic backward condition, the coverage of basic medical insurance for urban employee is very low. The social development goal, all of the residents have health insurance, has not come true. It is newly proposed to develop the basic social medical insurance system. Recently, the State Council issues the scheme that reform which will be implemented in period of Twelfth Five-Year Plan, including accelerating the establishment of national health care system and constructions of the community health institute. It not only is advantageous to effectively use the existing health services resources, also further reduces the patient’s burden. It is the important measure to deal with the problem,"difficult to see a doctor, see a doctor expensive".This paper consists of the following parts:Introduction:the author briefly describes about research background, research significance, research methods and so on; and briefly analyzes the domestic and foreign community health services literature. The first chapter:the author firstly puts forward the basic definitions related to community health care, including community, community care, general practitioners, the two-way referral system, community First-treatment system; secondly, elaborates the theoretical basis:" Strategic Triangle " basic connotation and analyses from Value, Capability and Support respectively. The second chapter:the author lists on survey data and interviews about the community medical institutions in Jilin city. Through the communication with relevant responsible person and the residents in community, the author sums up the current problems of community medical service. The third chapter:the author uses guiding ideology from the perspective of Strategic Triangle, separately from three aspects, including the value loss of fairness in government, executive force inadequacy and not support in related interest groups, at the same time analyzes the reasons behind the problems of community health. The fourth chapter:in view of the above problems and reasons, the author puts forward the countermeasures, which may be helpful for community health development, respectively from reweighing and positioning value, enhancing the quality of personnel and expanding the financing channel, paying attention to propaganda and communication, providing effective protections and effective supervisions. Conclusion:the author briefly summarizes the research conclusion of this paper and research limitations in reality, discusses that the follow-up researchers may further research the direction.The author has an investigate about the community health service institute in five districts of Jilin city, adopting the case study method and summarizing the existing problems through researching the data and interviews. At the same time, The author analyses on government liability deletion in community medical service, insufficient executive force, separately from the value ring, ability ring, support ring. In addition, the author proposes some reasonable suggestions on two-way referral system of community health services and regulation.
