Under the multicultural background, the problems of courses in ethnic minority regions of China come to prominence, which is mainly characterized by that the use of a unified national textbooks in basic education which reflect the culture of mainstream nation, but separate from the life and culture of the ethnic minority areas. This is not only conducive to the development and innovation of minority culture, but also the development of economy and society in ethnic regions. A new round of basic education curriculum reform puts forward that the positive and rational development of curriculum resources, which can effectively improve the relevance of the curriculums, and solve the problem of curriculum in ethnic regions.The Miao nationality is an ancient one in China, with a large population and a wide distribution. During the long and arduous migration, Miao people have accumulated rich experience of preventing and curing diseases by struggle against difficult environment, various diseases and pains, therefore created Miao medicine culture of distinctive ethnic characteristics. With a long history and rich connotation, it not only embodies the unique intelligence of the Miao people, but also reflects their excellent national quality, valuable national spirit, positive values and so on. Qiandongnan is an autonomous prefecture which is concentrated with Miao nationality, and where traditional culture, including Miao medicine culture, is well preserved. Through the investigation, it is found that the curriculum resources of Miao medicine culture have not been effectively developed and utilized. Therefore, it is worth studying that how to fully develop the curriculum resources of Miao medicine culture under new curriculum reform.This paper selected “Sankeshu ethnic middle school”as a case on the ground of that it was the only school that had developed the curriculum resources of Miao medicine culture in capital of Qiandongnan prefecture. Next, the author investigated the present developing situation of curriculum resources of Miao medicine culture through interview, observation and other methods. The result found that curriculum resources of Miao medicine culture had caused the long-term concern of individual teachers and won school leaders’ support, but there were many problems, such as: first, the goal of development was not clear; second, the content was narrow and superficial; third, the main characters of development were very few; fourth,the way of development was narrow; fifth, the curriculum resources were not used in class; sixth, the evaluation was lack.Through the analysis of above problems, this study believes besides the cause of the lack of theoretical guidance, there were other causes, such as: the insufficient of teachers’ consciousness and ability on curriculum resource development, ineffective curriculum management, lack of funds and the rigid evaluation mechanism. Finally, on the basis of the analysis of the problem, this paper puts forward the strategy of solving the problem from two aspects: Theory and reality. First, according to cultural education theory, multi-cultural education theory, multiple intelligence theory, the paper proposes a theoretic assumption on the development of curriculum resources of Miao medicine culture in Qiandongnan from the aspects of development principles, objectives, implementation, use and evaluation. Second, the study proposed some strategies as follows: raise teachers’ consciousness and ability of developing curriculum resources by teacher training, expert guidance, reflective teaching and other methods; build a high-quality scientific research team through strengthening the training for the scientific research personnel, absorbing more scientific research talents and other methods; improve the curriculum management mechanism; increase financial input in education and establish the diverse evaluation mechanism.
