Study On The Operation Status Of Pharmacy Trusteeship In Nanjing

The issue of health and medicine is critical to our national welfare and people's livelihood. With the development of market economy, the medical system in China should also adapt itself with change as our national economy transforms from planed economy to market economy, so that people's ever-growing demand on health care can be met. However, during the reform of our medical system, various problems occur, among which the unnaturally high prices of drugs caused by the phenomenon of "the binding of drugs with hospitals" and "hospitals supported by drugs " has already exerted a heavy economic burden on the common people seeking medical treatment. In order to solve the current problems of high cost for and great difficulty in getting medical service, the government has put forth a series of policies and measures. Take Nanjing as an example, the newly-developed "Pharmacy Trusteeship" reform mode has drawn much attention from the experts both inside and outside the medical circle. This paper is meant to explore this new mode. It begins with the introduction of current Chinese medical reform, focuses on a case-study of the "Pharmacy Trusteeship" in Nanjing, and probes into the operation status of this mode. Then, the paper will have a conclusion of the effective experience drawn form this mode. A summary of the existing problems of this mode will also be listed, and the proposals to tackle the problems will be put forward. All these are aimed at providing reference both for Nanjing to further its medical reform and for the related authorities to promote "Pharmacy Trusteeship" nationwidely to solve the long-untackled problems of unusually high prices of drugs and "hospitals supported by drugs". The paper is divided into four parts:Part I:Analyzing the development background of "Pharmacy Trusteeship" and the definition, and introducing the operation status of "Pharmacy Trusteeship" reform. The aim and significance of the paper will be clarified. Part II:An overall analysis of the operation status and problems occurred in "Pharmacy Trusteeship" in Nanjing.Part III:Clarifying of the basic goals and tasks in "Pharmacy Trusteeship" practice, and providing reference for policy-making in the reform of medical system.Part IV:Summarizing the problems and proposing a scheme of development for the reform of "Pharmacy Trusteeship".
