Research On The Insurance Of Catastrophic Illnes Mechanism From The Perspective Of Fairness And Justice

China has attached great importance to the insurance of catastrophic illnes since2012 when the medical assistance pilot work for catastrophic illnes were carried out,and through the continuous exploration and pilot promotion, the nation gradually establish a mechanism to provide insurance and aid against catastrophic illnes. Report to the 18 th national congress of CPC pointed that : " We should improve the medical insurance system that covers the whole population, establish a mechanism to provide insurance and aid in treating catastrophic illnes". The "Decision" of the Third Plenary Session of the 18 th Central Committee of the CPC pointed that: "We will speed up the completion of the medical insurance and medical assistance system againstcatastrophic illnes". Report on the work of the government delivered on March 5, 2016 once more cleared that we would aim to increase the coverage of serious disease insurance scheme,and establish medical assistance system against catastrophic illnes.Establishing a sound insurance mechanism against catastrophic illnes can effectively alleviate the phenomenon of "impoverishment caused by diseases" and "back to impoverishment due to diseases ", and promote the healthy and sustainable development of social security system in China, it is a significant reflection of the pursuit of social justice. On the basis of fairness and justice theory, public goods theory,disease risk theory, healthy impoverishment theory, social insurance theory etc., the paper integrated the method of literature research, historical analysis, interviews, case study, and summarization, targeting Suzhou as a case for studying the insurance mechanism against catastrophic illnes from the surface to the point, to summarize the experience in Suzhou, and propose the pathway that would improve medical insurance mechanism against catastrophic illnes proposed from the perspective of fairness and justice, mainly including strengthening the construction of law, promoting the diversified development, regulating social assistance, and deepening the reform of tripartite sector as well as prompting four aspects of healthy Chinese.
