The Ethical Review On The Target Of The Rural Health Center' Property Rights System Reform

Late 80s of 20 century, the Rural Health Center began to reform the ownership system. The reform became more and more often and wide in late 90s.The article try to give a target of values for property tights system reform in the view of ethics.The academic fields pay more attention to the reform. They argue that reform or not, the problems in the reform process , the achievements of reform. I think the reform is inevitable, the key problem is what it's target is. I think the target is health fairness proved by distributive justice and the value of health. The achievement of the target depends on the process fairness of the reform. The unfairness of the reform process. The distributive unfairness about rights and obligations of each groups reflect the unfairness of reform process. The article apply property rings ethics to bind the distibute of ringhts and obligations which belong to each groups who participate in the reform process, in ought to find the way which we can arrive the target.
